i think i need it for my 15k but i have never seen it i was just wondering if someone would tell me where i can find it or how i can get it

There are crafters who can craft it for you, and from memory, it's cheaper than buying it from the rare materials trader (unless it's done what linnen just did).

The crafter I'm thinking off is between Maguma Stade and Hench of Denravi, not that hard to get to.
